- The expression is associated with sports. In England in 1865, the Marquis of Queens berry was the person who introduced the rules in boxing. One of the strictest rules was that no any player was allowed or supposed to hit another person below the belt line. Even today this rule is applied in the game of boxing, but it is noticing that the expression can be used to resorting to unfair move or tactics in any game, activity, and contest or even in relationship.
