A phrase is a group of words that occur together and have a specific meaning. A phrase lacks either the subject or the verb and thus is not complete sentences.

Example:

For a moment

The dog is

Both above examples are phrases. Note how they are incomplete sentences and are missing subject and verb.

A phrase can be used in sentences to give them more meaning.

Example:

Mrs. Alen went silent for a moment.

The phrase for a moment is used in a sentence by adding a subject and verb before it and thus it gives the sentence more meaning.

Example:

The dog is barking loudly.

In the above sentence, the phrase the dog is is used in a sentence by adding verb after it and it made the phrase meaningful and the sentence complete.
