A simple phrase is any group of words that has a concept but lack the subject or verb.
A phrase may be a part of a sentence but it can never be a complete sentence as a sentence has to have the subject and verb both.
Example:
The woman in the bus was looking smart.
The above simple sentence contains within it some phrases which are the woman in the bus and was looking smart.
Example:
I enjoy riding a horse.
