To declare someone or something to be innocent, in healthy condition or satisfactory enough

Etymology:

  • In the 19th century when most of the travelling was done by ships, people were quite afraid of catching certain viruses. To prevent any virus from spreading, local health authorities would carry out a detailed health inspection. After examination if a ship was found all okay, officials would give it a ‘bill of health’. After that bill a ship was allowed to dock.
